May Dugan Center

Cleveland Development Advisors played a crucial role in renovating the May Dugan Center in Cleveland’s Ohio City with a $2.7 million bridge loan and $5 million in New Markets Tax Credits. For over 50 years, May Dugan has offered essential health and human services to low-income individuals, including basic needs, behavioral health counseling, and community education.

The center, nearly 50 years old, urgently needed upgrades to meet growing service demands. Investments included HVAC, elevator, and electrical system upgrades, plus a 500-square-foot expansion. These improvements are expected to increase services, providing 141,000 meals annually and serving an additional 1,500 clients in areas like trauma recovery and education.

Construction ends in late 2023. CDA’s NMTC equity and $2.5 million bridge loan bridged funding gaps and supported May Dugan’s capital campaign. The City of Cleveland sold the facility for $1, ensuring it remains dedicated to community services for low- to moderate-income residents, securing state funding and site permanence.

This project aligns with NMTC goals and CDA’s objectives to enhance community services, create jobs, and meet neighborhood needs.

Community Goods and Services

Investment will help grow individuals helped annually by 1,500 to 7,500 individuals annually.

Food Pantry

The Food Pantry will triple in size with a walk-in cooler and better loading/unloading capabilities; 126,000 meals provided annually growing to 141,000+ meals annually.

Executed Community Benefits Agreement

The project sponsor has committed to quantifiable community impacts by executing a Community Benefits Agreement.
