General Underwriting Guidelines

To fulfill a mission focused on catalyic real estate investment throughout Cleveland, CDA offers subordinate debt and equity products with the following general guidelines:

  • Below-market rate pricing
  • Low origination fees
  • Terms averaging 5-7 years
  • Monthly principal and interest payments based on 20 to 30 year amortization schedules
  • Investments generally secured by real estate and guarantees


Proposal Process

An initial consultation between CDA staff and the developer of the project is customary. This meeting should include a brief introduction of the development team, the scope of the project and a general overview of sources and uses associated with the project. Further due diligence items may be necessary to analyze and underwrite the project, including but not limited to:

  • Appraisal and Market Feasibility Analysis
  • Site Plans, Exhibits / Renderings, Location Maps & Photos
  • Proforma and Budgetary Information
  • Information describing Civic Importance and Impact
  • Construction Timetable
  • Executed Development / Collaboration Agreements
  • Developer and Guarantor Financial Information
